As board of HOA, how to make solar possible for home owners?

Hi, I am on the board of my HOA of our townhome community in California. As the HOA, we own the roof and exterior structure, so currently the owners cannot install solar panels on their roof.

With recent PG&E outages, there has been discussion among owners about installing solar + battery to achieve some level of energy independence.

Anyone has example or similar cases when the HOA made it possible for home owners to install solar panels etc on the roof? What happened if the roof need repair but occupied by solar panels? Do poor quality solar panels actually have fire risk and how does the insurance / responsibility work in that case? Any other pitfalls?
